Critical factors of e-government in the last 20 years: a study through content analysis and keyword co-occurrence

Abstract

About 20 years have passed since the implementation of e-government as a tool that offers services and helps citizens, until today. Thus, the objective of this study is to raise the most frequent critical factors to understand the focus of study of researchers over the years on the subject, helping to identify trends. Therefore, a content analysis study was carried out on a sample of articles and a bibliometric analysis of the co-occurrence of the keywords from 2001 to 2022. As a result, the most relevant critical factors are the Digital Divide, the Implementation of Services that depend on infrastructure, studies on E-services, followed by Safety and Quality requirements, and finally, research on the Adoption/acceptance and trust of this user concerning the electronic system.

Maíra Rocha Santos, University of Brasilia

PhD student and Master in Development, Society and International Cooperation in the field of Public Policy and Demography at the University of Brasília - UnB. She specializes in Value Chain Marketing. She holds a degree in Journalism (2008) and a degree in Public Relations (2005). She is a collaborating professor at the University of Brasília-UnB (2017-) and professor at the Instituto de Educação Superior de Brasília (IESB) (2021-). She was Communication Manager in the Petrobras Socioambiental public notice, carried out by the Perene Institute, of the Fogão do Mar Project (2020-2021). She worked as a Communications Advisor at the Fundação de Empreendimentos Científicos e Tecnológicas-Finatec (2018/2020). She was Institutional Attorney at the University Center of Brasília UniCEUB, leading and supporting the Institution's Evaluative and Regulatory processes (2015/2017). She was a Member of the CPA-Proprie Evaluation Committee (UniCEUB) (2015/2017). She has experience in face-to-face and distance education. More than 15 years working with Communications Advisory and Strategic Marketing in educational institutions, foundations and Institutes. She is currently vice president of AJICEDE- Asociación de Jóvenes Investigadores en Ciencias Económicas y Dirección de Empresas (http://www.ajicede.com). Co-Creator of the TEMAC Platform - Theory of Consolidated Metaanalytic Approach, for bibliometric studies (www.pesquisatemac.com) she works as a professor teaching in the courses of Administration, Agribusiness, Publicity and Propaganda, Journalism and Marketing. She works mainly on the following topics: Public Educational Policies, Population Aging, Active Methodologies, Communication and Media, Organizational Communication, Marketing and Information and Communication Technologies. Marília Miranda Forte Gomes, University of Brasilia

Bachelor in Statistics from the University of Brasília - UnB (2005). Master (2008) and Doctor (2011) in Demography by the Graduate Program of the Center for Regional Development and Planning ? Cedeplar/FACE/UFMG. She is currently an Adjunct Professor at the Faculdade do Gama (FGA) at the University of Brasília (UnB), Collaborating Professor of the Specialization in Clinical Engineering, Professor of the permanent staff of the Graduate Program in Biomedical Engineering and the Graduate Program in Development, Society and International Cooperation. She is currently coordinator of the PPG in Biomedical Engineering.
