Capacitação em Ação Humanitária no Sul Global: Análise sobre as necessidades prioritárias das organizações por meio de estudo realizado na República de Cabo Verde

O artigo teve como objetivo identificar as necessidades prioritárias de formação face às capacidades de respostas institucionais que operam no campo da ação humanitária num país insular. Recorreu-se à metodologia qualitativa numa abordagem descritiva e exploratória, com recurso à seis entrevistas semiestruturadas aos responsáveis das instituições envolvidas. Este estudo oferece uma análise aprofundada das principais demandas de formação, avaliando as capacidades de resposta e as experiências dos responsáveis e dirigentes de instituições estatais, municipais e organismos da sociedade civil que operam com ação humanitária, no contexto Cabo-verdiano. Como resultados foram identificadas áreas prioritárias como o ciclo de programa humanitário; as áreas de intervenção em Ação Humanitária; e o impacto ecossistêmico das mudanças climáticas. Os dados obtidos apontam para uma necessidade de criação de programas de formação de alto nível que proporcionem a aquisição de competências técnicas e reflexivas nas respostas humanitárias com base no contexto local.
