Abstract

The intensification of pressures on natural resources in the Brazilian Amazon highlights the need for effective environmental monitoring and control instruments capable of reconciling economic development with ecosystem conservation. In this context, the Rural Environmental Registry of Traditional Peoples and Communities (CAR/PCT), established by Law No. 12,651/2012, stands out as one of the main environmental management mechanisms aimed at regularizing rural properties in Brazil. This study aims to analyze the effectiveness of the CAR/PCT in the State of Pará, with emphasis on the actions of the Regulariza Pará Program, considering its role in promoting environmental governance in the Amazon. The research is characterized as qualitative, exploratory and descriptive in nature, based on documentary and normative analysis. The results indicate that the CAR/PCT represents a significant advance in environmental monitoring and the organization of territorial information, but its effectiveness depends on the institutional capacity for validating registries, the integration of systems, and the continuity of public policies. The experience of the quilombola territory of Cachoeira Porteira, in the municipality of Oriximiná, stands out as a pioneering case of the application of the CAR (Rural Environmental Registry) in collective territories, highlighting the importance of participatory methodologies, such as social cartography and community capacity building. It is concluded that the CAR/PCT (Rural Environmental Registry/Collective Territorial Plan) has high potential as an instrument of environmental governance, especially when associated with structured public policies and participatory approaches, being fundamental for the promotion of more inclusive and effective environmental management in the Amazon region.
